Funding should come from people who depend on Monero, who built businesses around it, preferably in the form of anonymous donations. When this relationship is reversed and the project starts to depend on some "foundation" or some other entity that gives grants or hires devs, it's dead.

They promise to send a percentage of their pre/post-tax profits (preferably from published accounts) back into the CCS/general fund. I know this happens to some extent already, and thinking about it more maybe formalising that process would lead to some uncertain liabilities on their part.

As soon as you introduce dev tax, you become no better, than corporate entity/government, that basically "hires" devs, since they aare not being community funded, but tax funded. Community and devs need to make themselves known among businesses and that will allow some of them to donate for development.
