20:35:19 <gunslinger_zach[> It is extremely hard to trace but not intractable. Every transaction includes within it a signature from the person’s that can be linked to them (theoretically). As of now you can obfuscate who did it but you cannot hide completely that you at some point did something. As for voting, that would be a challenge. Monero doesn’t even have the smart contract capabilities of Bitcoin so it would be a challenge

In order for the balance to be public there would have to be a public transaction history because monero uses the UTXO system.
