I think it is natural to have an Emission rate similar to Gold, especially since Monero is a competing "currency" (a highly marketable good). Having a low rate of dilution is a good thing. The reason security isn't higher is because demand for Monero is low relative to what it could be. If demand for Moneroj goes up so does security budget.
