Who do I need to contact to discuss getting my CCS proposal bumped into funding? Luigi? I've requested feedback on Reddit and Twitter and in the newsletter but no one has commented on gitlab.

johnfoss68: you'll rarely receive feedback on GitLab. This is normal. Reddit is the place where I reach out, while GitLab is where I formalize the proposal. Luigi takes care of GL, but I recommend, that you send him proofs of the feedback gathered from other sites.

And typically the proposals are being discussed during Community Meetings right here, every 2nd Sunday at 17:00 UTC, but lately they was nobody to organize nor moderate them.

So take this as a flexibility test :)

Well I figured if it gets approved, (I can't see why not?) then ppl who want to donate can do so, and those who don't want to don't have to.

And that already assuming, that the Core Devs agree to having this merged into the ecosystem. They might have a different opinion on how the funds should be directed (because of their experience). nothing stops you from organizing funds in other way.
