I think a good starting point would be assessing the environment: for example, look at what Kraken and Binance are doing in Dubai, what people/institutions are they interacting with, what kind of crypto-related projects are taking foot there and what are their goals

From there, we could look at places that are interested in the prospect of digital cash and accepting crypto for their business, do direct pitches about Monero, and maybe even actively promote adoption by supporting developers

I heard huge talented pool and exchange migrated to Dubai from India after an heavy tax on crypto transactions was applied to India. Many major exchanges and businesses have permanently relocated to Dubai due to taxation.
