The [CCS rules](ccs.getmonero.org/what-is-ccs) seem to say that over-funds usually go to the General Fund, with "exceptions rare" and decided by the Core Team. So maybe luigi1111 could have a look. Given the *extremely* low hourly rate of that CCS, I wouldn't mind to make such a "ra<clipped message>

a counterpoint i read once was that some people where just left on the funding page longer than others and thats not fair! maybe donors see that as 'hey, still not enough'

Ask them which compliance authority is providing the pressure, and what exactly the pressure is, for clarity. I have tried (and failed) to get info from Central Bank of Ireland and European Central Bank. I am still trying, but they indicate they have not provided any regulatory guidance on how to comply with Article 76(3) of MiCAR, which makes me think the decisions not to provide functionality, or access to specific

markets, are being made internally (and not from external pressure).
