2 questions: what's required to merge a ccs proposal & do prior monero community experience supposed to be in the proposal?

<e​longated:matrix.org> Having prior exposure to the Monero community with some contributions, or demonstrable work elsewhere, will strengthen your CCS proposal, especially if it directly impacts the current XMR ecosystem. Proposing big ideas without any tangible impact on the XMR code or community has a very slim chance of being approved.

and puppets are opt-in, that allows two-way comms via DMs on IRC<->Matrix. It's opt-in as you need to register a NickServ account on libera.chat
