Paid developers are making use of either MAGIC grants or Monero CCS (Community crowdfunding system). I'm not sure about the rules/requirements for the first, the last is the most used and is paying exclusively in XMR + have to go through community judgement (your contract needs to be renewed every 3 months maximum
