just to clarify, re-purposing of the general overfunding amounts has not been done before. nor have any CCS1 or 2 overfundings been returned to the GF (on purpose, ignoring the _incident_) over funding has been given to the proposer once with community approval. the union could presumably use this in a class action lawsuit. but "saving them for a

rainy day" is a term commonly mentioned.

thats repurposing of overfunds, not abandonned or transferred CCS proposals. also overfunding to the proposor happened a 2nd time when they struggled to obtain funding in (off the top of my head) over 90 days

tldr we save them as a bounty for anyone who can hack the CCS wallet
