Part of why it wasn't discovered/fixed earlier is that there is no obvious way to benefit from it. The attacker has to burn their own Bitcoin, and in return gets to burn a little less than the equivalent amount of a maker's Monero.

The attacker could just as easily (more easily in fact) have converted their Bitcoin to Monero. I really don't know what the attacker planned to gain from this.
