No. Stagenet and testnet have wildly varying hash rate, so estimation fails.

Yes.

By adding an offset that takes known history into account. This is done for testnet (though has to be updated as time passes).

See wallet2::get_approximate_blockchain_height, approximate_testnet_rolled_back_blocks. Do the same for stagenet, measuring current offset.

"rolled back" is only one possible reason for the offset. A long time of no hash at all will also offset.

There is a PR underway from selsta to correct the problem for the GUI and stagenet: monero-project/monero-gui #3846

Looks like someone somewhere did not know this was in wallet2.

Maybe that's not available for that GUI wizard in question?
