I remember i introduced a friend to monero a few month ago when i discovered monero and it was frustrating because I sent him some monero but he could'nt see his balance, even verified with the transaction id. Maybe this was the problem.

No. Stagenet and testnet have wildly varying hash rate, so estimation fails.

By adding an offset that takes known history into account. This is done for testnet (though has to be updated as time passes).

See wallet2::get_approximate_blockchain_height, approximate_testnet_rolled_back_blocks. Do the same for stagenet, measuring current offset.

"rolled back" is only one possible reason for the offset. A long time of no hash at all will also offset.
