It could be... no exec permission. Or wrong arch.

Check exec perms. And maybe read perms, if windows needs those to exec.

Also, since Windows, check you got the 32/64 bit version that matches your system.

64 bit windows ought to be able to run a 32 bit binary, but not the other way round.

i turned off AV but i made a new admin account to see if that works
