  I'm seeing that wallet2 can prefer to spend an output bigger than necessary to fulfill a transaction, when a smaller sufficient output is available. is this expected or maybe indicative of a bug?

  Expected. Iirc mooo recently said its coded to try to use 2 inputs, trending to 2>1 consolidations

  The reason is that it will select outputs randomly (within the set of outputs of minimal "similarity" to ones already selected).
