<f​edorian:matrix.org> Let's say Bob wants to send 1 XMR, but not right now. Bob publishes to the blockchain that he is spending 1 XMR. There's some data off-chain that allows a third party to publish that transaction at any point thereafter.

I don't think that you will find much of a discussion about that. It's work that has to be done, IMHO, and gratefully tobtoht is doing it :)
