DataHoarderit was considered, still is. the sanity check was suggested to exist until fixed, and if fixed before next hard fork, it would ofc not be needed.

DataHoarderbitcoin has a hard cap. this is a context-free check to prevent actual chain splits breakage or attacks via other deserialization contexts
