plowsof11the theory is an anti virus (windows defender or 3rd party) messing with things (but again, the screenshot, should have shown a grey 'create wallet' button)

ttill2[m]The create wallet is Grey on my end and ubclickable....camera lighting may appear otherwise but it doesn't work

ceetee[m]ttill2: where did you get the wallet software from? You should only download from getmonero.org and validate the installer.

ceetee[m]I haven't experienced your issue myself, but because windows can be stupid at times I'd try running with GUI wallet with admin rights. (You shouldn't need to do this normally)
