so what's going on with this company claiming they'll get 51% of network hashrate?

What's confirmed is that they have around 1.5-1.8 GH/s, and they need 4.5 GH/s to 51%. And not sure where they will get the remaining 3 GH/s, unless they scare other miners into joining their pool.
