Probably determine the scope (src/multisig, some code in src/wallet/wallet2.cpp probably, maybe some elsewhere), then ask for quotes from companies like Trail of bits, there are a few others.

also there is the other research line i was following for fast accumulators (also in the thread)

that would be more efficient but it's more experimental, whereas you cannot go wrong with halo2 + merkle proof
