if we reserved a 1-bit flag for "exclude this output from decoy selection" and mordinals and other future abusers adopted this flag, we wouldn't have to worry as much about the specifics of future NFT usages

NFT users would be forced to set that flag. normal users would be unaffected

sure, but if the flag can be set by anyone, it will be "made set" by anyone that doesn't like monero options

"you can only deposit with inputs that have this flag set" etc.

that would be self-defeating, since such a deposit could never be spent

I guess nothing is stopping them right now either by just having bogus known decoys, which if I remember previous conversations there are already some transactions doing that
