but having the downloads page 2 sub menus deep seems like a regression

why do you consider it regression?

if I go on a website for software I want to easily find the downloads page and not search multiple menus deep

i don't consider this a long term solution. but there is clearly a big ux problem because so many people complain. to me, this is a short term adjustment to drive change

just my personal opinion

In general having multiple nested menus is not really good UX.
