If you purchase monero at an exchange and give them a copy of your govt papers, and you then withdraw that monero to your address, that exchange will have your wallet address and name/address.

If you send that monero to someone else, that someone else will NOT see your wallet address, so cannot link that to your name even if they have access to the exchange's data.

However, this gets a bit more fiddly: if they do have access to the exchange data, then when they receive monero from you, they know that one of 16 (IIRC) coins got sent to them. They just don't know which one. But the coin you withdrew from the exchange earlier will be one of them.

So it could be chance. Or not. If you then send that person more monero, chances are you'll then use the change from that tx to send again.

At that point, the person will have received two txes, and these will have in their inputs two linked coins (one being the change from another).

Probabilistically, it means there is a high chance these are the real spends. Not 100% sure, but it's a pretty good bet.

Without the exchange data, that person still can't know more (ie, your name). But if that person does not access to the exchange data, they can see that first coin was withdrawn to a wallet with your name, and thus be fairly sure who it is that paid them.

monero-wallet-cli now tries to avoid reusing change in this way, but it will still do so if you do not have other coins to use instead.

And it only does it one level, which is the most glaring probabilistic hit.

If this is a problem for you, you can withdraw, then spend to yourself once or twice. This will make subsequent coin/change matches by others less likely to be yours (but still a lot more likely than random chance).

Again, this is only if that second person has access to the exchange data.

You can also purchase monero on an exchange that doesn't require self doxxing, there are a few but I tihnk they'll just be more expensive.
