Just tossing an idea out into the ether here- people who need hardware wallets want security, and they probably also want privacy especially if they are XMR types. Presently, many prospective customers for such devices may find purchase direct from an official source a risk to their privacy.

Is it feasible to retail hardware wallets w/o KYC, so customers are not listed in some corporate/government database? Does this (retail) already happen? Do you think this adds much more risk of tampering or demands more anti-tamper proofs? (though one would hope a hardware wallet worth its salt would be rather tamper-evident already)

If you buy the wallet with KYC-free Bitcoin/Monero and ship to a KYC-free maildrop, no ID is needed. You can already buy most hardware wallets this way.
