No that's OpenAlias. MoneroDNS was the namecoin-like functionality that was gonna be built into monero to better facilitate OpenAlias without the use of a traditional DNS.

Web 3 is a broad term for the movement to make more things on the internet blockchain based. Blockchain based DNS was just one of the ealier (and IMO most interesting) parts of the whole web 3 concept.
