you need something like moneygram or finacial services that let you send cash via mail

local monero seller just send via usps or sometimes no tracking

sending via usps is fine

in Sweden, you can send up to 10k SEK (~1k Euro) via post if you declare the value when sending

using usps for illegal things is not

using usps is usually safer than other courier services
