Yeah, kind of. Relays are pretty dumb, they just store and serve events. Clients do all the hard work. Events pretty extensible, almost anything can be built with nostr.

a quick back story: the xmrsale proposal was voted as being abandonned / closed 2 meetings earlier. and has 30 xmr left over. the above proposal is a suggestion to make better use of the funds
