Only later should it be decided if we fund it ourselves(rare - emergencies ot necessities), let the community fund it (ideal), or subsidizing it when necessary (say, in the event of a good ccs without traction or simply when a better idea comes along and we vote to use the funds directly).

either way, decisions on what to do with earmarked funds should only come after the proposal is proposed without thr expectation
