If you are mining to a centralized pool, probably yes since you'll be connected to the pool's IP address and the ISP can see that. If you are solo mining, the ISP will just see that you are running a Monero node, which does not necessarily mean you are mining.

The ISP _might_ detect that event if they are performing deep packet inspection on all of your traffic, because it would see that the block was broadcasted from your node that it did not receive from someone else first.
