currently our gitian builds use macosx SDK 10.4. It seems if we bump up to 11.0, we could build both x86 and arm mac binaries

we don't backport fixes and consensus changes to older versions, that's why it is easier for e.g. bitcoin to only support macOS 10.15 because they can tell people to use older versions
