MonegroDefinitely doesn't solve uniformity. Not trying to rehash anything, just something I didn't hear mentioned yesterday (for the hypothetical case tx_extra was kept).

UkoeHBMonegro: if you increase the tx extra fee too much then people will start using steganography. You can only really increase the fee until the cost of tx extra is equivalent to the cost of steganography.
