It was changed to 0.6 XMR when Monero hard forked to 2 min blocks to maintain the inegrity of the money supply / social covenant. The very early versions of the post had less than 1%, and yes the idea was that Monero would at most have an inflation rate than the historical

inflation rate of gold.

Essentially the allowance for the tail emission was "lock in" via a social covenant in the early posts, as less than 1% It was subsequently added to the code. I believe in 2014 or 2015. I recall actually insisting on this

Also very relevant is that smmoth developed the theory that an equilibrium between the tail emission and lost coins will actually to a stable money supply. There is an excellent article by Peter Todd on this subject petertodd.org/2022/surprisingly-tail-emission-is-not-inflationary

By the way the entire security model rests on the tail emission. If it were not for the tail emission Monero would fail to 51% attacks and spam attacks. This being said many back in 2014 myself included did not realize the critical importance of the tail emission. We were after all Bitcoiners some of use even former Bitcoin maxis.

I gave up on Bitcoin in 2015.

Censorship in my view was a symptom of insurmountable technical problems.
