there is no cutoff age, in general the later you start the more difficult it gets

and programming also requires years of experience, you can't quickly get super good

you can learn the basics relatively quickly

i don't have any suggestions, but there are a lot of guides out there

pick a small task / goal - and use a search engine to find the answers on stack overflow
