it seems like there is decent support to deprecate plaintext timelocks in the hard fork after next, and hidden timelock design still up in the air pending L2 research. this is the GH issue for reference for others:

I tried to take that into consideration but as far as I know now, any v1 or v2 key_images can be part of a ring... So how could I know that the v1 transactions were actually spent?

At each height there will be a particular conversion rate. fwiw I'm personally less interested in this than the inflation stuff you're looking into too
