so the old workflow was weblate pushes translations -> site maintainer manually runs po4a -> solves 'fuzzy' stuff at their discretion -> and makes a PR of +100/-100k

lets say a large paragraph has a period "." added to the end of a sentence -> the entire paragraph is now disregarded, and po4a will push the english text there and mark the translated one as fuzzy
