It costs a little. Not enough probably. By default moneor-wallet-cli will tell you the fee before asking yes/no.

It won't be particularly fast though. And the more use monero sees, the slower it'll be.

The coins are "stored" on the chain. Your private keys (derived from the seed) allow you to sign transactions and use those coins. Whoever owns the seed, effectively owns the coins

In the case of Coinbase, if you leave your coins on the exchange, they are effectively in their wallet, which means they're the owners

It's not even about the system - simply put, by using their service you are implicitly required to trust that they won't screw you over or mess things up. The whole point of crypto is to remove trust and middlemen
