I wonder if the OS would be able to bypass it. I've read that system apps on iOS/Mac can bypass VPN, for example - wonder if Windows can misbehave similarly.

Makes that really any sense? If I get a keylogger on the system, then I can also steal the wallet, log and send the key and destroy the current wallet, or directly the OS, should give plenty of time for a transfer...
