hi guys, here's my newbie-question about FEES in the book "mastering monero" in section 5.5.3.3: why are fees per kB calculated at all? are fees for transactions defined by "the system" using a formula? or are fees rather defined by the user doing the transaction - meant as an offer to the miners to include the user's transaction into a block?
