IIRC monero-wallet-{cl,gu}i use repeated keccak on a /dev/random base.

I believe I added a monero-wallet-cli command line option to supply your own entropy to be mixed in as well at some point.

It's /dev/urandom, I just looked. But AFAIK they're basically the same on monero linux.

Sorry, I know pretty much nothing about Taler. AFAIK though Taler is not a payment system though, but more of an adapter type thing.
