Making smaller pools (like mini, and later nano) is the actual attack here. Smaller pools can be 51% (sidechain not Monero) and do selfish sidechain mining

The smaller the sidechain is the easier this can be accomplished

I have the phenomenon explained better in the proposal. The general idea is that the P2Pool chain gains enough hashrate to the point that the pool's characteristics become undesirable for the denizen miners
