Hi, since monero is untraceable, would it be possible to fork it and make a completely anonymous voting token?

It is extremely hard to trace but not intractable. Every transaction includes within it a signature from the person’s that can be linked to them (theoretically). As of now you can obfuscate who did it but you cannot hide completely that you at some point did something. As for voting, that would be a challenge. Monero doesn’t even have the smart contract capabilities of Bitcoin so it would be a challenge

But technically, when the blockchain gets created, the entity could grant themselves 1 token per every user, then send the tokens to all the users, and the users could generate a new address, send the token there and from there to the candidate's wallet, and the candidate with the most tokens at the end wins?

If the balance is public then you could compare every legitimate transaction to the candidates with the signatures in the ring in order to reduce the number of decoys. In order for the balance to be public there would have to be a public transaction history because monero uses the UTXO system.
