The spammer can drive up fees, yes. High fees were not the problem.

The problem was that the spammer would be able to generate a massive number of outputs that would be used as decoys in other people's transactions. That would mean the spammer could rule those decoys out, reducing the effective ring size of those transactions and _potentially_ allowing the spammer to deanonymize random users.
