I have everything pinned, including the host. But, queerly, CPU% still ramps up in other VMs when I start the mining VM.

Reserving the hugepages for the VM is the best way to do it yes, that way you still have them available even after many days uptime. For you're other issue I can't say, I do use XEN for mine.

With Monero, you need enough L3 cache on each core to mine efficiently. Mining on as many cores are possible usually does not get the best performance.
