For backward compat, the "primary" standard address is used instead of the 0,0 subaddress. So from a user's pov, "a wallet's primary" is not "different from its 0th subaddress".

With so few (I assume) people running stagenet, running with a quite small max pool weight will drop most txes on the floor. It will at least force a spammer to spam less hard for a longer period of time.

Well, there were about 6'000 transactions in the pool, not a "real" problem yet. Always having the right number of miners on stagenet is probably the bigger issue.

There also have been repeated cases where "no-KYC" exchanges sort-of changed their mind for some transactions. You can hear those people shouting bloody murder then on Reddit :)
