It sends all monero in an account. This is the same as the whole wallet iff you have one account with balance > 0.

In both cases there'll be a dummy 0 output as well, send to a random address.

But yes, sweep_all is a convenience shortcut to avoid having to snipe the exact right fee to send everything and have nothing left over.

Buy bitcoin then swap it to xmr. That's easier than directly going from fiat to xmr.

From fiat to bitcoin there are not many safe options if you go for non-kyc. It's not a problem though, just use binance, then swap that bitcoin to xmr using a non-kyc atomic swapper. Once you have that xmr you can again send it to another wallet. At this point it's untradable to you
