you can even make the case that the min economical unit is related to not only to the cost to send 1 output, BUT also to the remainder amount that gets sent to the receiver after the miner fee deducted. For example, I have 1 btc but the miner fees are 0.8 btc all the time. So I might be discouraged from meaningfully spending my 1 btc, even though it is a full 1 btc.
